EALs represent a pollutant concentration in ambient air at which no significant risks to human health are expected. In 2012\, the EA ran a consultation to identify a new hierarchy for the derivation of EALs.Using their revised methodology and working with Public Health England (now UK Health Security Agency)\, the EA reviewed and published revisions to the EALs for 10 existing substances and introduce EALs for two new substances in September 2021. In 2019\, NO2 legal limits were breached in 75% of air quality reporting zones (33 out of 43). Likewise\, in 2018\, 115 out of 317 local authorities (36%) had unsafe levels of fine particulate matter (PM2.5). After more than 20 years of the review and assessment process by local authorities across the UK\, >650 Air Quality Management Areas (AQMAs) have been declared predominantly for NO2 (annual mean) and primarily due to road traffic sources (>90%). While local authorities have been very good at diagnosing air quality problems and identifying AQMAs\, they have struggled to implement action to improve local air quality.This webinar will look at the factors that are contributing to this failure to meet the air quality objectives. Their low cost\, portability and low power requirements bring new measurement possibilities\, for example to improve the spatial representation in air quality monitoring networks. However\, to deliver quantitative observations requires that sensor performances should be well-understood and characterised. Furthermore\, sensor behaviour depends on the environment of application. Tjarda Roberts\, through research\, has deployed small sensors at volcanoes where monitoring of gas emissions informs observatories about volcanic activity and eruption hazards. Alongside this she has deployed small gas and particle sensors to measure the high levels of urban pollution experienced in Fairbanks\, Alaska\, during the cold Arctic winter. These applications enable (and require) the characterisation of small sensor performances in “extreme environments” and can provide valuable insights to the processes underlying the pollution events.Our speaker Tjarda Roberts is a Research scientist at CNRS (French National Centre for Scientific Research). She obtained her PhD in Atmospheric Chemistry from the University of Cambridge in 2009\, and undertook postdoctoral research at the Norwegian Polar Institute and a Guest Lectureship at the University Centre in Svalbard\, before becoming a CNRS Research Scientist in 2016. Her research focuses on atmospheric pollution\, combining the development of numerical models of the plume processes with deployment of small sensor instruments to characterise the gas and particle emissions. A major research strand is on volcanic emissions and investigation of the plume chemistry that occurs when hot volcanic gases enter the cool oxidising atmosphere. Another is on applying small sensor technology to characterise gas and particle pollution episodes in the Arctic. The concept was to find a way to characterise vehicles in a relatively short test\, and be able to conduct a large number of comparable tests independently of government and the industry. She holds a first class degree in Natural Sciences from Cambridge University\, as well as an MSc in Environmental Technology from Imperial College London.Christine McHugh is an independent air quality consultant with over 25 years’ experience\, working for Keane & Gray. She previously worked for Arup where she led the UK air quality team\, Amec Foster Wheeler and CERC. She has provided planning and other technical support to the Greater London Authority leading a comparison of London’s air quality with cities around the world. DESCRIPTION:There is widespread reporting of improvements in ambient air quality as a result of the COVID-19 pandemic\, but much of the evidence has focused on direct comparisons between air quality measurements made before and after social and travel restrictions were in place. Such comparisons can often be misleading as the social and travel restrictions are not the only factors affecting measured concentrations of air pollutants.Ambient concentrations can change significantly over short periods of time simply because of changes to the weather. Statistical models can be used to identify the influence of key meteorological and temporal variables on ambient measurements which allow the effects of meteorology and temporal factors to be nominally removed. It is then possible to identify changes in concentrations which would\, in theory\, have been recorded if meteorological conditions had remained constant.This webinar will explore examples of analyses into the effects of COVID-19 restrictions on air quality. It will explain that a failure to take account of variability in underlying factors can easily confound and mislead such analyses. Identification of these confounding influences can thus help to reveal the direct effects of the COVID-19 restrictions.Our speakersChris Whall is the Managing Director of Air Quality Consultants Ltd a specialist company with over 30 staff that provides independent expert advice and assessments covering all ambient air quality issues. Chris is a Chartered Environmentalist with over 20 years’ in environmental consulting with multi-sector EIA experience. He has a background in air quality\, climate change and emissions quantification\, impact assessment and management. He has experience in implementing and managing long and short-term environmental monitoring programmes; undertaking atmospheric dispersion modelling assessments relating to the impact of industrial\, transport\, waste management and minerals & mining sector upon the air environment; and acting as an expert witness at Public Inquiry. Chris has particular expertise and a successful track record in supporting major infrastructure projects\, and specifically in the delivery of air quality and carbon assessments.Ben Marner is Director of Environmental Modelling & Assessment at AQC and has more than 20 years’ experience in the field of air quality. He has been responsible for a large number of air quality and greenhouse gas assessments in the UK and abroad. He has specific experience in the application of detailed dispersion models and has contributed to the development of modelling best practices. NO2 concentrations have fallen rapidly\, by 2024 only a few exceedances will be present in London – problem solved? History tells us that when one pollutant is well controlled\, another pollutant rears its head. We know that over the next few years the focus will increasingly move from NO2 to PM2.5 and the need to meet the WHO guideline. However\, maybe next year (or so) the WHO guidelines will change\, and be reduced not increased. The emphasis of the health burden may change from mortality to the huge economic cost of dementia caused by air pollution. Looking further into the future\, will ultrafine particles be the key pollutant that keeps us busy?
